海事赔偿责任限制的法律适用

由于各国关于海事赔偿责任限制的法律规定不一样,因此,在涉外海事赔偿责任限制法律关系中就需要进行法律选择,以确定所应适用的法律。国际社会关于海事赔偿责任限制的法律适用主要有适用法院地法、适用侵权行为地法、适用船旗国法、适用最密切联系原则几种立法模式,中国《海商法》关于海事赔偿责任限制的法律适用宜规定为:海事赔偿责任限制适用船旗国法,若海事赔偿责任限制与其他国家的法律有更密切联系,则适用其他国家的法律。

由于数据缺乏,国内外有关ETC对交通安全影响的评价研究开展甚少。ETC系统对交通安全究竟会产生怎样的影响,如何进行分析评价,是一个全新的课题。作者参考了其它交通设施的安全评价方法并结合我国交通安全管理的实际情况,得出了仅运用事故统计数据模型来评价ETC对收费区安全水平的影响是欠可靠的这一结论,确定采用以非事故间接评价方法暨交通冲突技术对ETC安全进行评价。本文旨在确立ETC系统的安全评价方法并搭建其评价框架,着重探讨了如何在收费区引入交通冲突技术。     

Large-scale evacuation network optimization: a bi-level control method with uncertain arterial demand

To improve the efficiency of large-scale evacuations, a network aggregation method and a bi-level optimization control method are proposed in this paper. The network aggregation method indicates the uncertain evacuation demand on the arterial sub-network and balances accuracy and efficiency by refining local road sub-networks. The bi-level optimization control method is developed to reconfigure the aggregated network from both supply and demand sides with contraflow and conflict elimination. The main purpose of this control method is to make the arterial sub-network to be served without congestion and interruption. Then, a corresponding bi-objective network flow model is presented in a static manner for an oversaturated network, and a Genetic Algorithm-based solution method is used to solve the evacuation problem. The numerical results from optimizing a city-scale evacuation network for a super typhoon justify the validity and usefulness of the network aggregation and optimization control methods.     

Probabilistic multi-aircraft conflict detection approach for trajectory-based operation

Conflict detection (CD) is one of the key functions used to ensure air transport safety and efficiency. In trajectory-based operation (TBO), aircraft are provided with more flexibility in en route trajectory planning and more responsibility for self-separation. The high flexibility in trajectory planning enables random changes in pilot intent, thus increasing the uncertainty in trajectory prediction and CD. This study proposes a novel probabilistic CD approach for TBO in which the uncertainty of pilot intent is taken into account by quantifying the aircraft reachable domain constrained by the flight plan. First, a probabilistic model for aircraft trajectory prediction is developed using the truncated Brownian bridge method. Based on this model, a novel conflict probability estimation method is developed. Finally, the performance of the proposed probabilistic CD approach is demonstrated through an illustrative air traffic scenario.     

城市混合交通控制设计理念与方法

针对我国城市特有的混合交通特性,在分析城市路网特征和交通流运行特征的基础上,确立了混合交通控制系统设计的基本理念。基于混合交通流理论,建立了城市交通控制的方法体系,包括匝道控制、单点控制、干线协调控制、区域协调控制以及公交优先控制。运用此设计理念与方法开发出的混合交通控制系统（HiCON）,在北京、青岛、福州三地的应用表明：车辆平均延误减少10％～20％,平均行程时间降低5%-10％。

应用统计推理方法分析设置导流岛后信号交叉口交通流特性.结果表明,设置导流岛后交叉口行人和自行车到达符合泊松分布；行人和自行车分三阶段过街;机非冲突集中在右转车道的人行横道上,机非冲突面大大缩小.

我国汽车行业正处于创建自主品牌,从传统的供应链向电子化、信息化、同步化转型 过程中,信任与冲突是汽车供应链协同整合的关键因素.针对汽车行业供应链特性及发展趋 势,构建了基于契约信任、知识信任、信誉信任的跨组织信任协调机制,并构建了汽车行业 供应链成员协作信任机制与关系、流程、任务3种冲突的关系模型,研究了不同协作类型供 应链的信任与冲突,指出信息与知识共享是我国汽车行业供应链转型建立信任、解决冲突的 必要措施.

In the end,each of the two won others' respect and their lovers' love and understanding.
